Summary
The 2.9 acre Tower Works site holds a key location within Holbeck Urban Village. it is a prominent site, surrounded on all sides by strong edges such as the Leeds Liverpool Canal, the railway viaduct and Globe Road.
The Spawforths team undertook an in-depth urban design analysis of the site, defining the main constraints, design parameters and priorities and providing a technical baseline to assist future bidders to prepare informed designs without considerable delay and expense.
We then worked as part of a multidisciplinary team to determine the potential and options for the site, and to prepare a Development Framework for the site which reflected the concerns and aspirations of the majority of key public and private sector stakeholders groups in conjunction with Leeds City Council.
